The Tribunal has been established by the Guernsey Financial Services Commission ("GFSC") by informal arrangement to hear and pronounce opinions on relevant challenges to decisions of GFSC or of Committees of the GFSC. For example,in the case of Fiduciary licences, the Tribunal considers any application made for review of a decision of the Enlarged Assessment Committee of the GFSC that it is not prepared to exercise the authority delegated to it by the Commissioners of the GFSC to grant such a licence. The Tribunal is impartial and operates independently of GFSC.

The Tribunal comprises a President, who must be a lawyer, and a number of other members. The first President of the Tribunal is Michael Blair QC of 3 Verulam Buildings, Grays Inn, London. The Tribunal also has a Secretary who provides administrative assistance to the Tribunal in relation to hearings. The first Secretary appointed is Advocate Simon Howitt of 18-20 Smith Street, St. Peter Port, Guernsey.
